We have marked the issue as resolved.

We have deployed a fix for the affected components and upgraded other components to handle the increased load. Metrics have returned to a good level, and we are continuing monitoring the system.

We have moved our primary database to a new cluster and are monitoring the situation. As of now, it appears the data coming in the affected period has been queued and will be processed with a delay. A detailed postmortem of the events will follow.

Our database provider has implemented a fix for our affected instance, and we see services coming back up. We'll keep monitoring the situation.

We have identified the issue to be with the provider of one of our managed databases and are working with them on a solution.
